The Board of Governors for the Division consists of the elected officers and governors of the Division. During each odd numbered year, they act as a Nominating Committee for Division officers, governors and councilors for the next biennium. Nominations and voting for each office is by secret ballot. The nomination must be made during the second quarter of the year.

To be an eligible candidate, the person must be a resident member of BCA in good standing and not an honorary or foreign member. In addition, to be a Councilor, the nominee must be at lest 25 years old.

The officers of the Division are a President, Vice-President, secretary and Treasurer. The Division may have between three and five governors. The number of Councilors entitled to in the Devision is certified by the National Secretary based on one Councilor for each 50 members (or part thereof) as of the prior December 31st.

Within seven days of the nominations by the Board, the Division Secretary notifies each Club in the Division the candidates and each may nominate one additional candidate for each officer position, the Board and the Council. However, they may not make any other changes to the ballot. In addition, a qualified member may be nominated by a petition signed by 20% of the paid up members of the Division. Any nominations made by clubs or individuals cannot be due earlier than 45 days and no later than August 15th.

If there are no additional nominations, the nominees of the Board take office on January 1 of the next year. If there is an election contest, a ballot is mailed to all members in good standing, including one vote for each member club, on or before August 31st. The vote is by secret ballot.

The Biennial election, if required, is held between September 15 and November 15. The Board opens the ballots and verifies the eligibility of the ballot against the master membership list. The ballot is set aside and each ballot is opened after verification of the eligibility of the voter. The nominee having the greater number of votes for a position is elected to that position. For the Board and Councilors, the members are certified based on the number of positions available. In case of a tie vote, the Board shall choose by secret ballot the nominee to be elected.
